Universe: Unable to Make Intergender Changes When in Customize Universe Menu

When in the Customize Universe menu before entering the Universe Save, there will be no option to enable Intergender while in this menu.

Workaround: Finish Customizing the Universe Save, then enable it in the Options menu after.
