MyFaction: VC Deducted When Redeeming Pack Voucher In South Korea, Belgium, and Brazil

When a user in the South Korea, Belgium, or Brazil regions use a pack voucher to select an available premium pack, their total VC balance will still be lowered. VC will also be deducted when using the "Try this card" feature in the Card Market.
