The Island: Shadow Order Banner Doesn't Unlock
After getting enough Order Rep to unlock the Shadow banner and entering the Banners menu, the Shadow banner isn't unlocked.

This has been resolved in Patch 1.07!
This is planned to be addressed in a future update.
